Steeped in Secrets (2017) by Susan Page Davis

The shop next to the cousins’ tea room has valuable jewelry stolen. When it turns up in the trash at Tea for Two, Jan and Elaine are the main suspects. Also, their cat Earl Grey is missing. They must solve the mystery of who stole the jewelry and just what happened to their cat.
